My dog has emotional issues?

2.5 weeks ago I adopted a 5 year old dog from the APL. She is house trained, but it seems that if she feels like i'm not paying enough attention to her, she poops/pees on the floor. This is always AFTER she's been out and usually if i'm cooking dinner, cleaning or spending time with my daughter. Any advice on what to do with this? I know it's a blatant act.
