Why dont they do this?!?! i would love some opinions?

well i had a thought the other day. ita about HIV. Why doest the world just pull together and do a large, wide spread hiv test on everybody. it would have to be a long time because sometimes it doesnt show up in the blood for a while. And they just quarantine them. I dont mean like isolate them or anything like that but i mean just like keep tabs on them. Like they have to have records of everyone their sleeping with and those people have to be tested regularily. Yes it would take a long time but if we could all just work together, we could get rid of it. permanently. Why wont the government do this? Yea i wont even lie it would be really hard, but nothing comes easy. And this could work. what do you think? i think it would be a great idea. We could wipe HIV of the face of the planet.
