Why won't my boyfriend admit he's ticklish?

My boyfriend tickles me all the time, but when I try to tickle him back, he'll laugh and I'll say "So you ARE ticklish!" And he'll deny it everytime and just keep tickling me to get me sidetracked. Can anyone tell me why he won't just admit it?
