Is this a very cruel Tardy Policy, In-House Suspension?

Check this link out and maybe help me understand this. http://www.ccsd.net/schools/centennial/parents_tardyabsence.php It says if you fail to reinstate your son/daughter on the following day it will result in an in-house suspension. What is that, do they like monitor what you do and take away your priveleges at home. What do you think?
